East Baton Rouge qualifies for HomeStart Plus

The Hurricane Ida declaration (DR-4611) includes East Baton Rouge, which surprises people — Ida is remembered as a coastal storm, and Baton Rouge is Louisiana's second city rather than a bayou parish.

But the parish is on the list, so a first-time buyer at or under 80% of HUD AMI can access up to $55,000 plus $5,000 toward closing. At Baton Rouge's typical value of $248,895, 20% is roughly $50,000 — comfortably under the cap, so the full percentage applies rather than being trimmed. The parish list.

The conditions still apply in full: the 28–33% front-end window, no Special Flood Hazard Area properties, all three credit scores, the six-month liquid-asset cap, and an LHC environmental review taking up to two weeks. All of them.

★ CAFA reaches a borrower LHC cannot

Every LHC programme stops at 640. The Capital Area Finance Authority lists 620 on CAFA First Home (640 where U.S. Bank is the servicer) and on CAFA Platinum.

For a Baton Rouge area borrower in the 620s, that is the entire difference between an assistance option and none. It is the most useful thing CAFA offers and the reason the parish authority is worth knowing about rather than treating as a footnote.

CAFA also allows its assistance to go toward private mortgage insurance costs, which very few programmes do, and states that outside CAFA First Home and Hometown Heroes you do not need to be a first-time buyer.

The Baton Rouge area is unusually well covered by the Ida list. All of these qualify for HomeStart Plus:

East Baton Rouge, West Baton Rouge, Ascension, Livingston, Iberville, Pointe Coupee, East Feliciana, West Feliciana, St. Helena and Tangipahoa.

So a buyer looking across the parish line — Gonzales, Denham Springs, Zachary, Plaquemine — stays inside the programme. That is not true everywhere in Louisiana: 17 parishes are outside it entirely.
