Education is the requirement most within your control and the one most often left to the last fortnight. In Louisiana it also carries a genuine ambiguity worth knowing about.

That last row is unusual and genuinely useful. LHC's Ready page: "At least one occupying first-time homebuyer must complete an approved homebuyer education course. Repeat homebuyers are exempt from the homebuyer education requirement."
★ The conflict, stated plainly
LHC publishes two current documents that do not agree about HomeStart Advantage.

Both are LHC's. Neither is obviously out of date — the guide is five weeks old and the page is live.
We are not going to pick one silently and present it as settled, because a borrower who plans on "one of us" and is held to "all of us" discovers it a week before closing. Plan for the stricter reading — if there are two occupying borrowers, have both complete a course — and ask your lender to confirm against the current guidelines at reservation.
The cost of over-complying here is a few hours. The cost of under-complying is a delayed closing.
What counts as an approved course
The guide is consistent across the programmes: the course "must be completed through a HUD-approved counselling agency or an approved online provider," and LHC links a list of approved providers from each programme page.
Two practical points. The online route is usually the fastest and is expressly allowed. And "HUD-approved" is a specific status — a general homebuying course from a lender, a realtor or a community group does not qualify unless the agency holds that approval.
LHC also publishes a dedicated HomeStart Homebuyer Education document through eHousing Plus, which is the thing to ask your lender for if there is any doubt about a particular provider.
When to do it
Earlier than you think, for two reasons that have nothing to do with the rule itself.
The certificate has to be in the file. On a HomeStart Plus purchase it joins an LHC environmental review that can take two weeks and a flood-zone determination, all competing for the same calendar. The Plus timeline.
And it is the one requirement nobody else can do for you. Credit, income and the appraisal all depend on other parties. This one needs an afternoon.
Mike's advice: book it the week you go under contract, and if there are two of you on the loan, both do it. The ambiguity above costs nothing to over-satisfy.
One thing worth saying about the requirement itself
Housing agencies attach education to assistance because the data supports it, and in Louisiana the course is doing real work. A buyer taking HomeStart Plus is signing up to a ten-year second mortgage, a ten-year flood and homeowners insurance obligation, an occupancy requirement that governs forgiveness, and a 1/120 monthly burn-down.
That is a more complicated set of commitments than an ordinary purchase, and it is worth genuinely understanding rather than certifying. What the occupancy condition actually controls.
